- District Items:
- Randal Bagley shared the importance of relationships between the School Board and Community Councils. We work together to determine how money is used for the greatest needs. We all are very vested in what is most beneficial for our schools.
- Randall updated us that the two New Middle Schools are on schedule and on budget.

- This video was very informative. It shares the importance of the School Community Council. Some responsibilities are to monitor the current years plan, Digital Citizenship, look at goals and make sure it is being carried out. For Trustlands money to impact students immediately for greatest needs. Look at data driven decisions for the upcoming school years plan, as well as other important items. It expresses how important it is to get parents involved in School Community
- Council by posting meeting dates, times and agenda. This video is worth the watch.
- Safe Technology & Digital Citizenship
- Be the Difference Assembly was held on August 29th with positive feedback.
- Media Center Orientation: This is instructed by Jan Jenson. She is sharing with students how to navigate the digital
world safely.

- Randall Bagley shared an update that the two New Middle Schools Construction are on track and on budget.
He also reviewed the District Strategic Plan: Our Commitment, Our Focus, Our Students, Our Direction, and Community Input.

- School Items:
- Blair Powell talked about Parent Teacher Conference Adjustments.
- We have implemented a small change with appointments available on Thursday, 10/3. There were some concerns shared about not having enough time slots for certain teachers. This may have to be adjusted. He expressed that we are a team, we enjoy the support and opportunities to meet the parents and to educate all students.
- Positive Behavior Plan (SOAR): This is an intervention and support program. How we can support better learning behavior, educate ourselves, involve the school community, and target specific distracting behaviors.
- SOAR Academy is based on a referral system which starts with the teacher. We have a Behavior Flow Chart tiered system in place where teachers follow this structure. If a student is eventually referred to Soar Academy they do reflection exercises which might include: How to make better choices, changes that are needed, some restorative exercises by writing a contract or apology letter, misc.
- The final follow up is by the teacher of how to focus on positive behaviors and change. To be committed to making achievable goals.

- Blair reviewed an emphasis of wanting to improve the literacy of Spring Creek students. Specifically, their ability to comprehend nonfiction text.

- 2025 - 26 Trustlands Plan (proposal preparation)
- Identification of greatest needs and strategies to meet the needs of our students. This is an ongoing process that will be discussed at each Community Council meeting for a new plan to be implemented for the next school year.
- 2023 - 24 School Report Card Data will be coming out in the next few weeks. We will be tracking data on students, trying to measure growth. It will show where they are at and how we need to continue moving forward to maintain growth.

- Board Approved Open Enrollment Policy (What does it mean for Spring Creek?)
- Principal Blair Powell shared the process for Open Enrollment. On the district website there is a link for school choice. It will show each capacity level of enrollment for each school in the district. If a school has room, that school will be open for enrollment. If our school, Spring Creek, is at capacity we will not be accepting any school choice. We are following the state law.
- Board Approved Timeline for New Schools:
- Randall Bagley shared the current timeline. He also said they are assembling a "Facility & Border Committee", to prioritize the upcoming needs. Blair commented that we have concerned parents of what to expect for the upcoming changes. He feels the earlier decisions are made in this timeline will help get things going. He suggested that Randall let the School Board know.
- Board Approved Open Enrollment Policy (What does it mean for Spring Creek?)

- New this year we have implemented staggered lunch in which 15 minutes were added to the school bell schedule.
- This allows two things:
- Able to manage the number of students in the lunchroom.
- Allows other students short learning opportunities for social & emotional growth. The program is called "Habitudes". This program is designed for 10 min lessons with strong components in behavior and decision making. Thayne referred to this program as a compass that can guide students in their personal growth to be successful.
- Positive Behavior Plan (SOAR) - Conference in Salt Lake City
- Blair commented that this conference was very positive.
- SOAR is about adding a new component, Tier Level Ill. This is a behavior academy, to focus skills in particular areas that students need. This program is run during P-Up time, for students who have been referred by Teachers or Administrators with struggling behavior. The groups are small so students can be productive. The SOAR Academy is about positivity with self reflection and resolutions.

- 2023 - 24 School Report Card Data, Assistant Principal Andy Lund
- Andy pulled up the state website and reviewed Spring Creek Middle School report card data. The report shows the different percentages measured by school, district, and state levels. For Spring Creek there is some concern for growth but feels like all is worth celebrating. Below is the website open for all to review.

- This is data to be used for the community council to implement a plan for trustlands. We need "Steady Improvement" over time. To make it a sustainable practice.
- Safe Technology & Digital Citizenship:
- Mr. Lund expressed that Jan Jenson is teaching Digital Citizenship. We are still waiting for the assembly to be announced for "Safe Technology".
- District Report for Community Councils:
- The Safe Technology Utilization and Digital Citizenship Report was given to all attending. Blair suggested we review this. We have an acceptable use policy for students and employees. We are expected to abide by these policies when utilizing technology. We need to keep students safe for appropriate use, with constant monitoring.
- Other Items:
- Miriam Karbasi, who works at The Family Place in the Department of Education proposed we give some consideration to having someone she knows come and present to Spring Creek Middle School about Mental Health. It shares a dialogue specifically for teens to open up and talk with parents. She will email a copy of the curriculum to the community council for review and consider.

- Randall Bagley shared the "New Schools Timeline Proposal". New School Principals for 26-27 will be named in the next couple months.
- Construction Updates:
- Hyde Park's middle school:
- Many of the walls are up, and all floor slabs have been poured for the second floor. The drywall framing is done, and our electricians are beginning their work. We are currently two months ahead of schedule!
- Nibley's middle school:
- The north wall is complete, and the front walls are progressing. The second floor steel decking and structural support insertions are underway. The kitchen slabs have been poured, and other second-floor components are beginning installment.
- Hyde Park's middle school:
- Changes in School Fees: Randall informed the committee that the state has passed a law where schools cannot charge for certain fees. The district has to figure out how to absorb the funding. More information will be provided at a later date.

- Jonathan presented a slide presentation showing PBIS, (Positive Behavior Intervention & Support). SOAR, (Self Control, On Task, Achievement, & Respect). This is a pyramid management system in which the focus is on positive reinforcement for students.

- Blair shared how the students receive SOAR cards during the trimester for positive actions. Every trimester they have a reward and assembly. This assembly focuses on kindness, being the difference, and positivity. He expressed how SOAR learning and behavior are intertwined.

- Looking at the data, improvement could be better. There were conversations between council members with suggestions. All Items were tabled until the next meeting. Camaron Ortiz suggested the council move to online collaboration.
