- New Middle Schools:
- Hyde Park MS: Ahead of schedule (3 weeks).
Nibley MS: On schedule. - The School Board will send out surveys to families to vote on school names.
- Hyde Park MS: Ahead of schedule (3 weeks).
- Truth in Taxation: District completed its open session. State funding requires taxation at a specific percentage. More details available on the district website.
- Dual Language Immersion (DLI): Program structure changing; each high school will host a DLI. The district will hold hearings before the final decision is made.

● New Middle Schools: Construction is on schedule, with an anticipated building turnover in
August.
● Truth in Taxation:
○ The State Tax Commission denied the District’s approval due to a technicality (only one
agenda was used instead of two).
○ The District appealed but the denial was upheld, resulting in a $6 million shortfall this
year.
○ An emergency fund will help offset the shortage.
○ The District will repeat the process next year.
School Items
State School Report Card Data
● Blair Powell will share the report when it is released (expected in October).
● The data includes growth metrics, demographics, English language learner progress, and more.
● Blair emphasized the growth data as the most meaningful measure of school progress.
School Cell Phone Policy
● Blair presented the draft version of the new cell phone policy, developed with input from
faculty, staff, and administration.
● The policy aligns with SB 170 and outlines clear, consistent consequences.
● The committee is not required to vote but was invited to provide feedback.
● Emma Mecham expressed appreciation for the thorough work put into developing the policy.
Student Safety
● Drop-Off/Pick-Up: Ongoing concerns were discussed. The school will send an email reminder to
parents about procedures.
● Walking/Biking/Busing:
○ Ted Twinting noted improvements regarding the North Logan bus.
○ Blair acknowledged the bus driver shortage and the importance of collaboration to
ensure safety.
● A safety awareness campaign will be launched in the coming month.
TrustLands
Training Follow-Up
● Members were encouraged to share feedback from the CCSD Community TrustLands Training.
● Questions or suggestions should be directed to Sarah Buttars for discussion in future meetings.
2025–26 TrustLands Plan
● Current year disbursement: $140,399.98, based on per-student funding.
● Funds primarily support salaries and professional development.
● Any budget changes must be approved by the council.

Safe Technology & Digital Citizenship
● Jan Jenson (Media Center) has developed a Digital Citizenship Curriculum and will share the
overview digitally with council members.
● The overview will include standards, scope, and sequence.
● Cindy Allen noted that similar content is also taught in Digital Literacy and Health classes.
Other Items

● Blair Powell introduced Randall Bagley as the school board representative and encouraged

District Items – Presented by Blair Powell
- New Middle Schools: Construction is on schedule, with an anticipated building turnover in August. The Trust Lands plan we create will be for Maple View MS. The new school in Hyde Park, Juniper Ridge, will actually start to create their own plan.
- Maple View will house 6th, 7th, and 8th grade students. The first year we open, ⅓ of our students will be brand new to middle school. We will go from 830 students to almost 1300. We will go from a school of 45 staff members to about 65 staff members. It will give us the opportunity to develop a culture that is something that stands the test of time.
- The question was raised as to how we plan to handle 6th grade? We are planning to do a 6 period day and have added additional minutes back into the school for Language Arts and Math. There will be less electives. We will be adding 6 grade teachers into our staff as well. There won’t be a block schedule. 6th grader lockers will be upstairs. 8th grade lockers will be downstairs. The 7th grade students will be split on both floors. There are challenges everyday in middle school and we will do our best to try to mitigate any problems.
- The building is beautiful but the important piece is the students and the staff. These are the priorities as we move into the new building.
- Boundary Re-alignments (Elementary) The high school boundaries will be the new middle school boundary areas. The four middle school feeder schools will feed into the four high schools. They have tried to balance the numbers of students in the elementary schools but they are not true feeders to the high schools.
- DLI updates - These are still currently being worked through at the district level.

- Veteran’s Day Assembly - We have not committed to maintaining Veteran’s Day in the new school. We will gather information from students and staff members to make that determination. Concerns were raised about the speaker bringing up religious overtones.

TrustLands
- Trustlands (Wed. 10/11)
- English/Language Arts Data - Released, but multiple errors. The district is combing through the data. We will postpone talking about this until we receive accurate information.
- Math Data - (John Sanchez) John presented the objectives for the math department. 68% of Spring Creek students scored at or above the proficiency level. We want to focus on student growth for K-8 Math. The 2022-23 school year was 80% (An MPG above 50% indicates above average student growth). We use formative assessment data to identify students needing extra support and those ready for enrichment. Some of their future goals is to ensure we have the resources for these interventions and programs. Our students are showing that with the right support, they can achieve incredible things in MATH - and together we can keep that success growing! The team feels like they need: time to collaborate, professional development, vertical alignment and horizontal alignment. Currently, we provide a $500 stipend to complete summer work. Blair asked what the general consensus was moving forward? John explained more time to build teams because we don’t know who next year’s teachers will be. Time is money. We will need manipulatives, calculators, chrome books, and hands on items that the teachers could use, especially in 6th grade. We will need to take inventory. Blair asked John to work with his team to put together a prioritized list of items that are most important to you as a team to move forward.

New Middle Schools: Construction is on schedule thanks to the beautiful November weather.

TrustLands - Since Maple View will be a new school, they have extended the due date for our proposal to November 1st, 2026. Our hope is to get our new Community Council selected so we can submit our plan by April 1, 2026 in order to receive and use the funding for the 2025-26 school year.
- Boundary Re-alignments (Elementary) - The board has re-aligned boundaries due to higher enrollment numbers that will affect students currently attending Heritage Elementary. Some of these students will be attending Wellsville Elementary in the 2025-26 school year.

- School-Wide Tardy Initiative, Blair reviewed the School-Wide Tardy Initiative with the committee. It is helpful for everyone to be consistent. Over 400 students attended the 1st Trimester “No Tardy Party this year.” This is more than have attended in the past.
TrustLands - Presented by Rachel Kenning
- Science Data
- Rachel Kenning gave us an overview of Science at Spring Creek Middle School. She introduced the Science faculty via slides. They have a 7th grade Professional Learning Team and an 8th grade Professional Learning Team. She explained that Allie Hamilton is teaching 3 trimesters of STEM electives. This is getting students more excited about Science.
- She shared the Science data ranking us with 10 other middle schools, most like us. Almost all of them were significantly lower than Spring Creek’s 67.1% Proficiency. In regards to “Measure of Progress” Spring Creek only had one other school rank higher.
- She reviewed the Challenges / Needs, along with their Goals. She explained how Principal Powell is very supportive when it comes to a Science budget, emphasizing the need for materials to use in teaching Science.
- Emma Mecham shared that her son is much more interested in Science this year. That is the first thing he shares each day. She’s very positive about the inquiry based curriculum being used. We have a Super Science Team here at Spring Creek.
Safe Technology & Digital Citizenship - Presented by Andy Lund
- “Net Positive” Assembly 12/10/25 Andy reported to the committee that we will be holding our assembly today during two assemblies regarding appropriate student use of the internet and social media platforms. The assembly helps meet State requirements and keeps students safe on-line.

- New Middle School Updates - Randall Bagley reported he had no updates since our last meeting. They will be meeting again Thursday, January 15, 2026 to receive additional information.

- NAEP Test - National Assessment of Educational Process.
- HELP Week - a time dedicated to raising awareness and fostering kindness among our students. Running from February 10-14, we will focus on spreading positivity and compassion throughout our school community. Blair explained that HELP week is being aware of what we say and do has a mental effect for others.

TrustLands - Presented by Emma Morgan English/Language Arts
- Emma presented the English/Language Arts overview for the 2025-26 school year.

- Our students are scoring 10-20% higher than the national average.
- Alignment - The teachers at Spring Creek are using common rubrics, planning lessons collaboratively, and grading as a team.
- Reading outside of class - Specifically in 8th grade, students are reading books outside of class. They talk to Jan Jenson, our librarian about the book they read. Some of them have said it is the first time they have read a book outside of class.

Emma Mecham asked how long the district is committed to keeping the curriculum? Blair indicated that the original contract was a 4 year contract and we are in year 2. The hope is to be able to keep it longer.
Ted Twinting asked if we have data back 5 or 6 years ago? Emma Morgan responded that because the testing changed, we aren’t able to compare apples to apples. We don’t have great data available. She indicated that literacy overall has decreased over the last 5 years. The gap is bigger since COVID. Higher students are doing better and the lower students are scoring lower due to a combination of issues. The endurance to sit and read for longer than 15 minutes is a growing concern.

- Andy gave a brief follow up regarding our “Net Positive” Assembly. The assembly was great. Next year, we will be able to hold it with smaller groups which he feels will be much more effective.

- Blair spent time with the district and state determining how we proceed with developing our TrustLands Plan for the new middle school. This group will not be writing the plan for the new middle school but overseeing the current plan. Blair will put together an email to send out to parents of Maple View Middle School students, and assemble a new community council to write the 2026-27 TrustLand Plan.

● District Items
o New Middle Schools Construction Updates - Blair reported that both middle schools are
on target for mid July. They have various levels of completion: Juniper Ridge has
completed their electrical. The kitchen at Juniper Ridge is 60% complete, while the
kitchen at Maple View is around 30% complete. The heating and cooling system at
Juniper Ridge is nearly complete as well.
● School Items
o Registration - Blair laid out the registration process for all grades:
▪ February 12, 2026 - 8th grade students will register for high school.
▪ February 19, 2026 - 7th grade students will register for 8th grade.
▪ March 9 through March 11, 2026 5th grade students will register for 6th
grade, and 6th grade students will register for 7th grade.
▪ We expect to have 90% of students registered at this point.
▪ Students attending other schools such as Edith Bowen, Home School, and
Thomas Edison will register individually. Schedules will be posted the 2nd
week of August. An email will be sent to parents notifying them.
o Inclusion Week - Andy reported that Sarah Buckley has planned an exciting week for
Inclusion Week. These activities include all abilities and help students interact on all
levels.
● Trustlands
o School Improvement Plan - Andy stated that we currently have a lot of people looking
through data to be able to align on the best use of TSSA and Trustland funds in creating
our School Improvement plan. Our goal is to make sure all employees know and
understand what our School Improvement plan is.

2026-27 Meeting Schedule
The council set a tentative schedule for the 1st Wednesday of each month at 7:00 AM (excluding summer break).
- Upcoming Dates: April 8, May 6, Aug 5, Sept 2, Oct 7, Nov 4, Dec 2, Jan 6, Feb 3, March 3.
- Motion: John Hayden moved to accept the schedule. Seconded by Thayne Weston. Approved unanimously.
Trustlands & School Improvement
- Training: Members are directed to review the State Trustlands Website and the Trustlands Training Video individually.
- Plan Draft: Principal Powell will email a draft of the Trustlands Plan today.
- Budget adjustment: The initial figure will be updated from $140,000 to approximately $200,000.
- Deadline: Aiming for submission by March 27, 2026, to ensure funds are available by the start of the school year.
Safety & Transportation

Safe Routes to School: Andy Lund reported that the District is coordinating with Transportation to finalize routes, which will mirror Heritage Elementary.
- Crosswalks: Nibley City is responsible for crossing guards.
- Busing: Transportation will be provided for students who must cross the highway.
Action Items:
- Council Members: Check email for a welcome message from support@utah.gov.
- Council Members: Review the Trustlands draft and training materials before the next meeting.
- Principal Powell: Adjust the budget numbers and email the plan draft to the committee today.

District Items
- Blair reported that construction is on schedule. The district’s biggest concern is the elementary school in Hyde Park (pictures attached).

School Items
Our preliminary enrollment numbers for Maple View Middle School are 1,340. This is currently registered students.
- Recently Hired positions include: Counselor, Band Director, Orchestra Director, French DLI Teacher, SpEd Teacher
- Next Hires: Arts, Music & Social Studies, ELA, SpEd Teacher, Copy Center Coordinator, Custodians, Food Service Workers, ELS Aides
Blair stated that we are hoping to have all teaching positions filled by the end of May.

Trustlands Update (proposal included)
8/10 members responded affirmative to our online form. Blair reviewed the plan outlined in the Google form and answered all questions the committee members had. John Hayden made a motion to accept the plan and Thayne Weston seconded the motion. The motion passed unanimously.
The SCC Signature Form was passed around for signatures and approval. This will be submitted to the district office.

Other Items
Samantha Rasmussen volunteered to represent Maple View Middle School as the Facilities Advisory Committee Representative. Previously this committee worked on realignment. Their focus moving forward will be to generate a long term plan for the buildings in our district. What are our real needs that align with our community values? They want to have a more proactive approach rather than a reactive approach for building maintenance/updates.
Elisha Helpingstine volunteered to serve on the Novel Review Committee. This committee meets on an as needed basis. The review will be for the novel “The Giver” currently used in our 6th grade curriculum.
